Final New Marina Rules


I want to thank everyone for their feedback on the new marina rules. Based on the feedback, I have made the following changes.

  1. Changed 7.2 to specifically refer to 7.1.
  2. Changed 2.2 and 6.8 to allow 30 days to correct the problems.
  3. Changed 5.1 to say the invoice will be mailed when the slip is accepted (instead of offered).
  4. Changed 5.5 to say the letter will be sent to any slip holder who "has lost" their slip instead of "is losing".
  5. Changed 7.1c to read "Where, in the opinion of the Chairperson of Piers & Harbors, the slip is only being used for boat storage".
  6. Changed 4.2 to refer to section 3 instead of section 2 (sections were renumbered).
  7. Changed 6.7 to read, in part, "Your slip assignment will include one ramp or "Sandspit" key, which is dependent on slip assignment/location. Additional or replacement keys are at the expense of the slip holder." Apparently, in previous years slip holders were given two keys but that has changed (according to Jean Somers).
  8. Changed 6.7 to read, in part, "Keys to the boat launching ramps are available, upon payment of the key charge, to residents and property owners of Hillsmere who are members of HSIA". It used to say "non-slip holders" but anyone can get a key.

I will be sending this to the HSIA board for review and , hopefully, approval at their January 26th meeting. Thanks. -Bill Shuman

Abandoned Boat Information


Steve Vanderbosch has talked with Bob Gaudette, DNR's Director of Boating Services, about abandoned boat procedures. The links below are to two sections of statute and an info sheet from DNR that give the information. In short, the abandoned boat procedure for a private marina is a lengthy one (90 days). See NR 8-721 (a)(2). DNR recommends using procedures authorized under NR 8-721.1. This is the equivalent of having cars towed away if left unattended for 48 hours. DNR suggests posting the marina as required, and that this procedure will provide a process for dealing with slip holdovers as well as non-slipholder boats that may appear in the marina. It appears an arrangement would have to be made with a boat towing service in order to implement this. (See also "ASK AN EXPERT! How can we get rid of abandoned boats in our waterways".) Steve will be happy to discuss or research this topic further.
